death of winter wheat in the area of over 20% is recorded in approximately three years
from ten [10].
The relatively high level of winter rape insurance is caused by significant risks
during the entire period of growing this crop (freezing in winter and obtaining timely
emerging crops at the end of summer – in the beginning of autumn).
Voluntary insurance is carried out mainly by medium and large agricultural
enterprises (during the researched period, the amount of insured crops per 1 contract
increased from 428 hectares to 648 hectares, or by 51.4%), and the subjects of
insurance are grain crops, corn and sunflower (whose products are subjects of export).
We consider unacceptable the extremely low level of insurance in vine growing,
horticulture and animal husbandry.
The research of time series of agricultural crops insurance indicators shows a high
level of their variation. For the period of 2005-2015, the variability indexes are: by the
share of insured enterprises – 50.4%, the insured area - 59.6%, by the relative share of
insured area in the total sown area - 57.8%. For in-depth agricultural insurance market
analysis it is appropriate to allocate the following stages of its functioning: 2005-2008
– growth, 2009-2012 – decline, from 2013 – recovery.
The results of the research indicate that the significant increase in the main
parameters of the agricultural insurance market during 2005-2008 contributed to the
provision of state support through the partial compensation of insurance premiums. It
was determined that with the increase of insurance subsidies by 12,6 times the number
of insurance contracts increased by 1,8 times; the insured area has tripled, collected
insurance premiums – increased by 3.3 times.
The funds allocated from the state budget on insurance subsidies allowed
insurance companies to raise tariffs from 3.79% to 4.93% (by 1.14 pp). The
accumulation of additional insurance premiums helped to strengthen the financial
solvency of insurance companies and increase the insurance coverage of agricultural
producers. For insured agricultural enterprises this led to a rise in the cost of insurance
services.
