losses of crops in Ukraine are: weather conditions - 58%, diseases - 17%, weeds - 15%,
pests - 10% [14]. Agricultural risk insurance as one of the main risk reduction tools in
agricultural production provides adequate insurance cover and reduces losses in the
event of catastrophic risks.
In order to overcome the consequences of the natural disaster (“Acts of God”) in
the agrarian sector, significant amounts were allocated from the state budget of Ukraine
in recent years: UAH 356 million in 2003, UAH 120 million in 2006, UAH 99.1 million
in 2007, UAH 300 million in 2012. However, the state funds covered only 10-20% of
producers' losses from systemic risks in various years.
In order to reduce public expenditures for the reimbursement for losses from
catastrophic risks in the agricultural sector and strengthen the insurance protection of
agricultural producers, it is necessary to organize a full-fledged work of the agricultural
insurance market in the country. The urgency of this problem is confirmed by
numerous publications of domestic scientists as well as practical recommendations
developed with the participation of international financial organizations.
The insurance market and ways to improve its state regulation was researched by
A. Achkasova [1], V. Bazylevych, N. Vnukova, O. Gamankova [3], S. Osadets and
others. Theoretical and practical aspects of agricultural risk insurance were
investigated by Y. Aleskerova [2], O. Kalashnikov [5], R. Piqus [9], L. Chernyshova,
A. Sholoyko [14] and others.
The International Finance Corporation (IFC) provides significant project
assistance for the introduction of agricultural insurance as a risk reduction tool and
increaseaing the access of domestic agricultural producers to financial backing. The
directions of IFC’s work on agricultural insurance development are the development
of recommendations for improving the legal framework for agricultural insurance,
strengthening insurance companies and developing insurance services in response to
requests from agricultural producers [11].
However, there is a need to deepen the methodological principles and to develop
practical recommendations on increasing agricultural insurance in Ukraine, taking into
