At the first stage to determine the list of relevant indicators it’s necessary:
To prove the assessment criteria (which information should be available for
simple calculations, there should be a few, but they must describe, as much as possible,
the development of land areas);
To develop such methodology for calculating the integral index that using
different methods do not significantly affect the position in the ranking. In addition, it
should be quite simple and clear, and partial indicators, obtained during the calculation
of integrated indicators, should not be just relative ratios, but have an economic
content.
The indicator system should reflect the level of achievement of global
Sustainable Development Goals 2015-2030, and then should include the following
parameters (Fig. 2): points of growth class or monetary evaluation of soil per hectare
of farmland; the proportion of arable land in the square of farmland; forested area; the
volume of agricultural production per 100 hectares of farmland; land productivity; the
volume of polluted water into surface water; emissions of harmful substances into the
air; formation of toxic industrial waste; the volume of agricultural production per
capita; interregional migration; natural population growth in rural areas; average
nominal wages; provision of housing.
Research result. Indicative model of sustainable land use development in
Ukraine consists of six blocks according to our proposals. At the macro level, the use
of all indicators of these blocks is not feasible, because it complicates the development
of the model. However, for further comparisons at the national level, we made
calculations for each of the blocks. In accordance with the methods we proposed, we
determined the integral indicator of the development of agricultural land use stability
for comparing regions and rural areas, ranking these regions in order of decreasing their
potential and defining thus "depressed" for granting state aid. We calculated and
analyzed the basic indicators of the sustainability of agricultural land use, proposed for
use at the macro level.
