The formula’s first part is use for indicators’ evaluation, increasing of which is
positive (for example, the volume of industrial output per capita), the second part - for
indicators’ evaluation, increasing of which has a negative value (for example, the
amount of unpaid wages). Determining the arithmetic mean of the ratings sum of the
particular region by all annual assessment indicators, describing an area of activity,
based on a formula:

It should be noted that some of the complex rating evaluation indicators of socio-
economic development for 2015, which are published by the Ministry of Regional
Development, Construction and Housing and Communal Services of Ukraine [11] can
be considered as partially reflecting the level of agricultural land use sustainability.
However, the indicators are scattered in different directions, partly presented in the
report and do not allow to monitor and make a holistic assessment of the agricultural
land use sustainability of Ukraine’s regions.
On the other hand, the methodology mentioned above, is used to determine the
effectiveness of the state regional policy implementation. The main purpose of
monitoring and evaluating of the agricultural land use sustainability of Ukraine’s
regions is to allow their finding and determination as the «depressed» that require
